Why is SIR different from the previous electoral roll revision process?
Section 25 of the Registration of Electors Rules provides for three types of revisions – intensively or summarily, partly intensively or partly summarily. As the commission says. In the case of special summary revision, revisions can be made in the electoral roll throughout the country at the end of every year. The commission can complete it even before the assembly elections. The whole matter is completed by going door to door to collect information about who has died, who has permanently changed places, whose name is registered in two places, whose voter card needs to be corrected. The draft list is published like that.
Under intensive revision, a new electoral roll is prepared, which has been done 13 times since 1952. In this case, booth-level officials go door to door and collect information of adult citizens. It has the signature of the head of the house. Additional documents are required only if someone is a resident of an area adjacent to the border of another country.
In that regard, Bihar's SIR is a completely new system, which is completely different. In this case, the onus of proving citizenship is on the voters. At the same time, the commission is no longer respecting the sanctity of the previous voter list prepared by itself.
What documents are required for SIR to prove one's legal citizenship?
1) Any identity card/pension card/pension document if an employee of the state government, central government or public sector undertaking.
2) Identity card, certificate or other document issued by the government of India, local administration, bank, post office, LIC, public sector undertaking before 1987.
3) Valid birth certificate.
4) Passport.
5) Certificate from a secondary or government recognized board or university.
6) Permanent address document of the concerned state.
7) Forest rights certificate.
8) Valid certificate of OBC/SC/ST or any other caste.
9) NRC document if available (in the state where it will be available)
10) Family registration document with the state or local administration.
11) Government document of land or house.
12) Copy of name in the 2003 voter list if available.
